Montgomery County will open bids Wednesday, Aug. 12, on a project estimated by TxDOT at $14.25 million to rebuild roughly 4.35 miles of Dobbin-Huffsmith Road, a north-south corridor connecting FM 2978 and SH 149 in Precinct 2 that serves Woodlands-area commuters.

The bid opening, set for 2 p.m. at the county Purchasing Department, 501 N. Thompson St., Suite 405, in Conroe, comes after three delays since the project specifications were first issued July 1. The original deadline of July 29 was pushed to Aug. 5 by Addendum #1, then moved twice more before [Addendum #4](https://www.mctx.org/Purchasing/26-09 - ADD 4.pdf?t=20260810091311246), issued Saturday, Aug. 8, confirmed the Aug. 12 date and updated the project's specifications.

The work is substantial. Contractors will mill and replace approximately 116,237 square yards of asphalt pavement, repair 23,247 square yards of flexible pavement structure at 11-inch depth, excavate 6,000 cubic yards of roadway material and install reinforced concrete drainage pipe in 18-inch, 24-inch and 30-inch sizes. The scope also includes nearly 14,000 tons of hot-mix asphalt, lime and cement subgrade treatment, 31 mailbox relocations and driveway culvert replacements where the road widens.

The bid documents call for five months of barricades, signs and traffic handling, plus 100 days each of portable changeable message signs and truck-mounted attenuators, signaling a multi-month construction period once work begins.

The project falls under Precinct 2 Commissioner Charlie Riley's jurisdiction. TxDOT's Houston District is overseeing the design, with WSB LLC serving as the engineer of record. Assistant County Purchasing Agent Andreea Kovacs signed the latest addendum on behalf of County Purchasing Agent Kelly Vidal's office.

After bids are received Wednesday, the Montgomery County Commissioners Court must review submissions and vote to award the contract before construction can begin. No award date or construction start date has been announced.

Dobbin-Huffsmith Road also figures in the county's broader Precinct 2 road plans. The Woodtrace Boulevard extension, which will connect FM 2978 to Dobbin-Huffsmith Road, is a separate project that was out for bid in late 2025, according to Community Impact.
