Constable Ryan Gable's Internet Crimes Against Children Unit is asking the public to help locate a 20-year-old Woodlands man wanted on two new child pornography charges after a forensic examination of his seized electronic devices turned up additional alleged abuse material.
Noel Dwayne Walker is wanted on two counts of Possession with Intent to Promote Child Pornography involving material that allegedly depicts the sexual assault of children younger than 10, according to the Precinct 3 Constable's Office in a bulletin reported by Woodlands Online on Tuesday, Aug. 18.
The new charges stem from a July 2026 search warrant executed at Walker's Woodlands residence. During that operation, ICAC detectives arrested Walker and initially charged him with five counts of Possession of Child Pornography and one count of Promotion or Possession of a Child-Like Sex Doll. He was booked into the Montgomery County Jail and later released on bond.
He is now wanted again.
Detectives conducted a more extensive forensic examination of electronic devices seized from the home during the July search. That analysis uncovered additional alleged child sexual abuse material, leading to the two new wanted warrants, according to the Montgomery County Police Reporter.
Gable's ICAC Unit, an affiliate of the Houston-Metro Internet Crimes Against Children Task Force, handles child exploitation investigations across the Precinct 3 patrol area, which covers The Woodlands.
Walker is described as a Black male, 5 feet 9 inches tall and 145 pounds. He has been known to frequent the Cypresswood and Louetta areas of north Harris County and has reportedly been seen driving one of two vehicles:
- A 2024 black Ford pickup, Texas plate VRF-4301
- A 2012 silver Jeep SUV, Texas plate RDG-3810
The constable's office warned the public not to approach or attempt to detain Walker.
