The Woodlands Township Board of Directors will vote Thursday, Sept. 3, to set the 2026 property tax rate and adopt the FY 2027 budget. The decisions will shape what every homeowner pays on their 2026 tax bill.

The special meeting begins at 5:30 p.m. at Township Hall, 2801 Technology Forest Blvd. A public hearing on the tax rate follows at 5:45 p.m.

What the proposed rate means for homeowners

The township has proposed a total tax rate of $0.1694 per $100 of taxable value for 2026, according to the official public hearing notice. That is lower than the current rate of $0.1714 per $100, a decrease of about 1.2%.

But homeowners will still pay more.

Rising property values are the reason. The average homestead taxable value is projected to climb from $645,317 in 2025 to $681,960 in 2026, a 5.68% increase. The tax bill on an average homestead would rise from $1,106.07 to $1,155.24, an increase of $49.17.

The proposed rate sits above the no-new-revenue rate of $0.1654 per $100 but below the voter-approval rate of $0.1804, so no election is required.

How the board got here

The board voted 6-1 on Aug. 20 to propose the rate, Community Impact reported. Chairman Brad Bailey suggested the lower maintenance and operations component of $0.1594 per $100, paired with a $0.01 interest and sinking rate.

Director Shelley Sekula-Gibbs cast the lone vote against the proposal, according to the public hearing notice. The remaining six directors voted in favor: Bailey, Vice Chairman Craig Eissler, Linda Nelson, Richard Franks, Adam Lamb and Cindy Heiser.

Eissler, who voted for the rate, voiced reservations at the Aug. 20 budget workshop. "I would love to lower tax [when] we can. My concern is we don't know what's going to happen in this legislative session with property tax," Eissler said at the workshop, as Community Impact reported.

The FY 2027 budget includes a 3% salary increase for all eligible township employees. A budget workshop originally scheduled for Friday, Aug. 21, was canceled, and the Sept. 3 special meeting replaced it, according to a township announcement.
