Brad Bailey won the Texas House District 15 seat on Tuesday, Nov. 3, collecting 56.9% of the vote in a three-way race, Community Impact reported.

Bailey, a Republican who previously chaired The Woodlands Township Board of Directors, received 45,484 votes. Democrat Moniqua' S. Scott finished with 31,979 votes, or about 40%. Libertarian Jessi Cowart received 2,516 votes, or about 3%.

Woodlands Online reported all 121 Montgomery County precincts had reported as of Nov. 4. All results are unofficial until certified by the Elections Commission.

District 15 covers part of Montgomery County, including The Woodlands, Conroe, Shenandoah and Oak Ridge North, according to state maps cited by Community Impact. The Woodlands sits in both Montgomery and Harris counties.

The seat was held by Rep. Steve Toth, a Woodlands Republican, who did not seek re-election. Toth ran for U.S. House District 2. None of the three candidates on the Nov. 3 ballot was an incumbent.

Bailey told Community Impact he was grateful to voters in House District 15 for placing their trust in him. He said he was honored to serve the community in the Texas House and does not take that responsibility lightly.

"I look forward to going to Austin, fighting for our conservative values, and working hard to deliver results for the people I have been elected to serve," Bailey said.

Before his House run, Bailey served as township board chairman. Under his chairmanship, the board held a two-day strategic planning workshop in May 2025 and established seven priority areas, according to the township's strategic plan page. Those priorities included fiscal responsibility, public safety, economic development, transportation and resident engagement.

The winners of state House races will represent their districts in Austin during the Legislature's next regular session in 2027, according to Click2Houston.
