Montgomery County Precinct 1 is looking for a contractor to widen Farrell Road between Seven Coves Road and FM 2432, with bid documents offering two options: keep the corridor at two lanes or expand it to four.
The county's Purchasing office posted specifications for the project, designated #26-40, on Monday, July 27. Sealed bids are due Wednesday, August 19, at 2:00 p.m. at the Montgomery County Purchasing Agent's office, 501 N. Thompson, Suite 405, Conroe.
No cost estimate has been released.
A pre-bid meeting is scheduled for Wednesday, August 5, at 10:00 a.m. at the same address. The bid documents describe attendance as "highly recommended."
What the project includes
The specifications call for asphalt pavement, drainage work including an 18-inch HDPE storm culvert, erosion control, geotextile, pavement markings, and driveway reconstruction, according to the bid documents, which reference TxDOT 2024 Standard Specifications.
Under the two-lane design, the contractor would have 240 calendar days after receiving a Notice to Proceed to reach substantial completion. The four-lane alternate pushes that deadline to 365 calendar days.
Bidders must submit lump-sum proposals with a bid bond of at least 5% of the total amount from a Texas-licensed surety company. The winning contractor will be required to post Performance and Payment Bonds equal to 100% of the contract sum for contracts exceeding $100,000 and $25,000, respectively.
No bid may be withdrawn for 90 days after the August 19 opening without the county's consent. A prevailing wage rate applies to the project.

Second Precinct 1 road project this summer
The Farrell Road widening is the second road project Precinct 1 has put out for competitive bid this summer. The county posted specifications for Old Plantersville Road Rehabilitation, Widening and Reconstruction (Project #26-37) on Thursday, June 25, with bids due July 22. Both projects list Newman as the procurement contact.
Because The Woodlands is unincorporated, Montgomery County funds Precinct 1 road projects through county tax revenue, meaning Woodlands-area taxpayers share in the cost of corridors like Farrell Road even when the work is outside the township's boundaries.
The bid opening on August 19 will be public at the Conroe purchasing office.
