The Woodlands Township collected $104.4 million in revenue through the first half of the fiscal year, outpacing its budget by $3.67 million, while spending came in $6.6 million below projections.

Chief Financial Officer Kellan Shaw presented the mid-year financial report at the Board of Directors meeting on Thursday, July 23. The Board unanimously accepted it.

The revenue surplus came from three sources: sales tax collections running about 2% above budget, unbudgeted grants and contributions, and stronger-than-expected recreation program revenue. On the expense side, the Township spent $64.9 million through June 30, with the gap driven by delayed purchases of law enforcement vehicles and cameras, contracted services not yet billed as of June 30, and unfilled staff positions.

One soft spot: hotel occupancy tax revenue trailed budget slightly because one hotel remains closed for renovations.

Quarterly crime report: stable trends

At the same meeting, the Board unanimously accepted the quarterly law enforcement report. Representatives from the Montgomery County Sheriff's Office, Harris County Precinct 4 Constable's Office, and Montgomery County Precinct 3 Constable's Office reported no significant increases in major crime.

Officials highlighted successful multi-agency operations, including recovery of stolen vehicles, arrests tied to organized burglary and catalytic converter theft rings, and efforts targeting human trafficking and child exploitation. Law enforcement also warned residents about phone, text, and email scams in which criminals impersonate agencies, reminding residents that legitimate law enforcement will never request payment over the phone.

The Board discussed safety concerns around e-bikes, scooters, and other motorized vehicles on pathways.

Election order and other actions

The Board unanimously adopted an order calling the Tuesday, November 3, Board of Directors election for Positions 1, 2, 3, and 4, each serving two-year terms. Chief Administrative Officer Karen Dempsey presented the order, which designates the Township Secretary as election agent and authorizes contracts with Harris County to conduct the joint election.

Director Cindy Heiser read a proclamation recognizing July 2026 as Alzheimer's Awareness and Brain Health Month.

All votes at the July 23 meeting were unanimous.
