Montgomery County Precinct 3 Commissioner Ritch Wheeler will hold his fall town hall Tuesday, Sept. 15, from 6 to 7:30 p.m. in The Woodlands. The meeting takes place at the Kevin Brady Community Center, 2250 Buckthorne Pl.

The open session gives residents a chance to hear county updates, ask questions and raise concerns about Precinct 3, which covers The Woodlands area.

The town hall comes one week after commissioners approved a $546 million budget for fiscal year 2026–27 in a 3-2 vote on Sept. 8. Wheeler and Precinct 4 Commissioner Matt Gray cast the two dissenting votes. The new budget increases the county property tax rate from $0.3770 to $0.3860 per $100 valuation, includes a 5% raise for county employees and funds law enforcement pay parity.

Wheeler pointed to the fiscal pressures facing unincorporated Montgomery County during the Sept. 8 vote. "We're providing services that most people would normally associate with a city, but those cities have other revenue streams the county doesn't have," he said, according to ABC 13.

The Houston Chronicle reported that Wheeler objected to the blanket 5% raise, saying pay increases should motivate employees rather than be applied across the board.

Beyond the budget, Wheeler has several Precinct 3 projects underway that could come up at the town hall. In July, he announced plans for a new 8,000-square-foot senior center off Pruitt Road near I-45, estimated at $420,000 and tentatively set for completion in spring 2027. The project was prompted by scheduling conflicts at the Kevin Brady Community Center, which opened in September 2025 and has seen heavy demand from multiple groups, Community Impact reported.

Wheeler also announced in June a traffic signal modernization project for Precinct 3, with Woodlands Parkway as the first corridor to receive adaptive traffic management technology, according to the Precinct 3 website. The county's last major traffic signal upgrade came in 2014–15.
