The Woodlands Township could lock in a 10-year fire protection deal with Shenandoah worth about $2.34 million a year. The Board of Directors votes Thursday, Oct. 15.
Both items sit on the consent agenda, approved in a single motion unless a board member pulls one for separate discussion. The board will also consider nearly $1 million in pool and park upgrades.
Fire services: new fixed-rate model
The township has provided fire and emergency services to Shenandoah since 2011. The current interlocal cooperation agreement, or ILA, expires Dec. 31, 2026.
Under the proposed amendment, first reported by Community Impact, the deal would run from Oct. 1, 2026, through Sept. 30, 2036. It would then automatically renew for up to five one-year terms unless either side opts out.
The amendment changes how Shenandoah pays. The new agreement introduces a fixed funding rate of $0.10 per $100 of net appraised value, calculated from Shenandoah's preceding-year certified tax roll. For 2026-2027, that formula produces a payment of about $2.34 million, based on a net appraised value of roughly $2.34 billion, according to the ILA document.
The amendment also caps the absolute exemptions recognized in the funding calculation at $378,157,010. That cap would first affect the 2027-2028 funding year.
Township President and CEO Monique Sharp is listed as the signatory on behalf of The Woodlands Township. For context, the township's own 2026 tax rate is $0.1694 per $100 of property valuation, adopted by the board on Sept. 3.
$975,000 in parks upgrades
The board will also consider advance funding for five 2027 Parks and Recreation capital improvement projects totaling $975,000. All five draw from reserves. The projects need board approval before Jan. 1, 2027.
The breakdown:
- $605,000 for pool deck and replaster work at Shadowbend, Lakeside and Alden Bridge pools
- $245,000 for a shade structure replacement at Lakeside Pool
- $50,000 for Lake Robbins Fountain replacement
- $45,000 for Texas TreeVentures platform replacement
- $30,000 for a themed slide replacement at Bear Branch Pool

The Oct. 15 meeting also includes a quarterly law enforcement report and updates from the Development Standards Committee and Village Presidents' Council.
